Launched this week, Hounslow Council is working with London Councils and the London Economic Action Partnership to fund a Borough Employment project over 17 months from January 2019.
The total European Social Fund (ESF) available for the project is £175,400, and the council is looking for potential providers to bid for the funding and offer opportunities for local residents.
The project aims to help out-of-work Hounslow residents aged 25 and over who are either long term unemployed or economically inactive secure employment opportunities with local businesses in Hounslows Digital, Media, Tech and Creative sectors, either through achieving relevant training/qualifications or direct employment. Thriving Communities Strategy workshops
As some of you may know, the Council is currently working on a new Thriving Communities Strategy to cover the period 2019 to 2023. The strategy will begin by setting out a shared understanding of what a Thriving Community looks like, and go on to define what the council, residents and voluntary sector groups can do to help achieve Thriving Communities in Hounslow.
Some of you took part in workshops earlier this year run by independent organisations MEL Research and Rocket Science, which sought your views on the Councils current approach to community engagement and how we work with the voluntary and community sector. The information from these workshops is being used to inform our draft strategy. We would now like to invite you to take part in the next stage of developing the draft strategy, via a series of workshops which will ask whether we have correctly reflected your views, in particular on what makes a Thriving Community and what the priority areas for the strategy should be if we are going to achieve this for Hounslow.

London Early Years Campaign – funding opportunity
City Hall will soon be inviting proposals from organisations to apply for small grants as part of our London Early Years Campaign.
The Mayor is offering a total of £150,000 to improve awareness of free early education for 2-year-olds and increase take up of places by eligible families.
City Hall will award a maximum of 30 grants of between £5,000 and £15,000 each to local projects. The proposals must target areas of low take up and evidence how they will effectively engage families and communities who are currently missing out on this vital offer.
Interested bidders should have excellent links with local communities and understanding of barriers to take up of early education specific to those communities. They expect the applicants to have strong partnerships with their respective local authorities in order to understand their local childcare market, and with their local early years providers in order to provide families with access to a childcare place.
Delivery is expected to take place between January 2019 and September 2019.
The Greater London Authority (GLA) will run a pan-London social media campaign to support the local activities and to enhance their impact.
They will be holding an information session for organisations interested in the London Early Years Campaign on Friday 12 October at 10am at City Hall. The session will provide:
- an overview of the programme specification and application process
- opportunity to ask questions
- opportunity to network with early years sector organisations

Model City Hounslow West
Building a Coalition Workshop, 11th October 17:00 – 20:00 at Springwest Academy
The aim of this workshop is to develop a coalition. We hope to have key stakeholders present who are keen to positively impact social integration in the Hounslow West area. Meet the Funder event
29th November – Meet the Funders. The All Ways Network is delighted to be organising a Meet the Funders event where small Muslim-led and non-Muslim led charities working within the diverse Muslim community in the UK, meet mainstream funders. The aim of this event is to boost opportunities for such small charities, especially working with the BAME community, to meet funders face to face and also the chance for funders to listen first-hand the needs of the ethnic minority communities across the UK. To ensure the effective running of the ESOL integration project in the Borough of Hounslow, Croydon and Lewisham. ESOL for Integration is a Big Lottery Funded project which will address the social issue of lack of integration, which leads to limited access to services, education, employment, leisure and social networks through the provision of English Language classes.
Hours per week:
35hpw including Saturdays
Summary: The post holder will have responsibility for the ESOL for Integration Project, coordinating and managing the Hounslow ESOL Integration Project as well as co-managing the Croydon and Lewisham Integration Projects and their staff alongside the Director. This includes ensuring best practice and, essentially, excellent project delivery in all areas. Experience of working with refugees and asylum seekers is desirable.
Key Result Areas: Outcomes expected from post holder:
- Ensure target number of students are engaged in Hounslow, with oversight of Croydon and Lewisham.
- Ensure students and potential students associated with the project are provided with an excellent learner experience and high quality teaching and learning. Focus on Hounslow with oversight of Croydon and Lewisham.
- Offer clear managerial leadership to all staff and teachers involved and deploy and organise the team in a way that makes the most effective and efficient use of all team members.
- Contribute to the effective monitoring and evaluation of the Hounslow Project, with oversight of Croydon and Lewisham.
- Work towards the ESOL Accreditation to formalize ACAAs language provision and enable financial sustainability of the project beyond the lifetime of the grant.
Working with: The post holder will co-manage Croydon and Lewisham Integration Workers alongside the directors. They will also develop productive working relationships and ESOL Teachers and other staff within the organisation. In addition, he/she will also work productively with other stakeholders (i.e local community groups).
Main Activities:
- Ensure target number of students are engaged in Hounslow, with oversight of Croydon and Lewisham.
- Conducting and overseeing the projects outreach facilities (telephone, email, social media) is a central part of the role, ensuring that target numbers of beneficiaries, as set out in the funding criteria, are met.
- Setting up a referral mechanism for the project, and liaising with external agencies for referrals (i.e. Social Services, Violence against Women and Girls, Refuge Centres, Job Centre).
- Ensure students and potential students associated with the project are provided with an excellent learner experience and high quality teaching and learning. Focus on Hounslow with oversight of Croydon and Lewisham.
- Be responsible for the recruitment and supervision of ESOL Teachers for Hounslow, whilst overseeing recruitment of ESOL Teachers for Croydon and Lewisham.
- Be responsible for the effective and efficient delivery of a programme of high quality teaching.
- Conducting baseline assessments, then further assessments to track the progress of the beneficiaries. These assessments will need to be devised and conducted by the Integration Manager for Hounslow, and shared with Integration Workers to be conducted in Croydon and Lewisham.
- Maximizing further learning opportunities for our students and facilitating the beneficiarys progression to employment and/or further education.
- Offer clear managerial leadership to all staff and teachers involved and deploy and organise the team in a way that makes the most effective and efficient use of all team members.
- Lead on the recruitment, selection and induction of teachers and other relevant volunteers in the Hounslow project, whilst supporting Croydon and Lewisham.
- Contribute to maintaining clear communication with staff by establishing systems for two-way communication.
- Organise team meetings, set the agenda and ensure notes are taken. Undertake one-to-one meetings with tutors where appropriate.
- Arrange cover for absent tutors.
- Contribute to the effective monitoring and evaluation of the Hounslow Project, with oversight of Croydon and Lewisham.
- Respond to feedback from the other Integration Workers, overseeing the progress data, and reporting back to the Director and the trustees with progress reports.
- Ensure that the feedback loops are operational and the feedback is acted upon. The Integration Manager will co-approve the work of the Integration Workers in this matter, alongside the Director.
- Produce Quarterly Newsletters on the Project, including information from Hounslow, Croydon and Lewisham.
- Undertake weekly meetings with the Director to update on your work and evaluate progress.
- Work towards the ESOL Accreditation to formalize ACAAs language provision and enable financial sustainability of the project beyond the lifetime of the grant.
- Research potential ESOL Accreditation Providers and their criterion, organize meetings and determine the best provider for the ACAA at the beginning of employment.
- Ensure that the ESOL Project in Hounslow, Lewisham and Croydon follow the accreditation criteria.
- Apply for Accreditation for outcome before project end.
- General
- Contribute to the effective management and promotion of equality, diversity and inclusion.
- Work in accordance with the Health & Safety at Work Act and the ACAAs Safeguarding procedure. To lead on Health and Safety and safeguarding matters for the programme.
- Work at all times in accordance with ACAA’s policies and procedures, using them consistently and appropriately in the management of the programme.

Local CIL applications – deadline for submission 23rd September
The Community Infrastructure Levy (CIL) is the primary mechanism for collecting contributions from developments across Hounslow and there is £583,141.03 available to spend across the borough on community projects.
The deadline for project submissions is Sunday 23rd September. Hounslow Council urge any groups wishing to submit community initiatives for funding consideration to do so before the deadline as they cannot accept applications after this date.
